Regulation (EU) 2016/2031 · Article 43

Importing Wooden Pet Urns into the EU

The EU applies ISPM 15 to all wood packaging from third countries except Switzerland: debarked wood, an approved treatment, and a legible IPPC mark carrying country, producer and treatment codes. Consignments from China that include wood packaging are subject to targeted official checks under Decision (EU) 2018/1137, so marks must be correct before the container leaves the factory.

Authority: European Commission DG SANTE with Member State plant health authorities

Documents this destination needs

ISPM 15 IPPC mark

Officially approved operator in the exporting country

Three codes plus the IPPC logo: country, producer, and treatment applied. Must be legible, visible, permanent and non-transferable.

Phytosanitary certificate (where the goods require one)

China Customs (GACC)

Needed for plant products listed in the EU rules; confirm the requirement for your HS line with the importing Member State.

Debarked wood confirmation

Pallet / crate supplier

Residual bark must stay within the ISPM 15 limits.

Heat treatment record

Our kiln / treatment facility

Supports the mark if a Member State authority requests evidence.

How the process runs

  1. 1

    Confirm which exemptions apply

Wood 6 mm or less in thickness and packaging made wholly from processed wood (plywood, OSB, veneer) are exempt. Everything else is regulated.

  2. 2

    Check the mark before loading

A missing, blurred or hand-drawn mark is the most common cause of a hold at the EU border, and the mark must survive the voyage.

  3. 3

    Expect targeted checks from China

Decision (EU) 2018/1137 covers 52 commodity groups from China and Belarus with wood packaging, requiring at least 1% of consignments and their packaging to be checked.

  4. 4

    Know the non-compliance outcome

Competent authorities order destruction, re-dispatch or special treatment. If non-compliance is found at the point of release or at destination, destruction without delay is the usual order.

Why shipments get held

Mark on the pallet but not on the crate

Each unit of wood packaging must be marked, and inspectors check the packaging actually holding the goods.

Mark every unit, ideally on two opposite sides, before loading.

Pinewood nematode host material without correct treatment

Pine is a host for Bursaphelenchus xylophilus, one of the pests the EU rules target. Treatment quality matters more than the stamp alone.

Use a kiln with logged core temperature data, not a stamp-only supplier.

Transferable labels instead of stamps

ISPM 15 requires permanent, non-transferable marking; tags and stickers are not accepted.

Ink-stamp or brand the wood itself.

Assuming the 1% check rate means low risk

Selection is risk-based, and any selected consignment is checked in full for marks and pest signs.

Treat every shipment as if it will be inspected.

What you get from us

  • Pallets and crates are heat-treated under a logged program and marked with the IPPC stamp, not labels.
  • We keep batch-level treatment records that can be produced if a Member State authority asks for evidence.
  • For EU orders we confirm the exact HS line and phytosanitary requirement with the buyer's broker before production, so documents match the entry.

European Union questions

Does a wooden pet urn itself need a phytosanitary certificate for the EU?

That depends on the HS classification and the plant health listing for that goods line, which varies by Member State practice. The wood packaging always needs ISPM 15 compliance; the certificate requirement for the goods should be confirmed with the importing authority before shipment.

Which EU regulation governs wood packaging?

Regulation (EU) 2016/2031, the EU Plant Health Law, sets the import conditions for wood packaging material in Article 43, applying ISPM 15 treatment and marking to packaging from third countries except Switzerland.

Why are Chinese consignments checked more often?

Decision (EU) 2018/1137 lists 52 commodity groups from China and Belarus shipped with wood packaging as increased phytosanitary risk, and requires at least 1% of those consignments and their packaging to be officially checked.

Is heat-treated wood packaging accepted after it has been repaired?

Repaired or remanufactured units must be re-treated and re-marked. If the treatment status of any component is uncertain, the unit cannot be treated as ISPM 15 compliant.
