Importing Wooden Pet Urns into the United States
Wooden pet urns enter the US as general cargo, but every wood pallet, crate and dunnage piece must meet ISPM 15: heat treated to 56°C core for 30 minutes (or fumigated), debarked, and stamped with the IPPC mark. Non-compliant wood packaging is refused entry and re-exported — the urns themselves are rarely the problem, the pallet under them is.
Authority: USDA Animal and Plant Health Inspection Service (APHIS) and US Customs and Border Protection (CBP)
Documents this destination needs
ISPM 15 IPPC mark on pallets and crates
Treatment facility accredited by the exporting country NPPOMark must show the IPPC logo, ISO country code, facility number and HT or MB. Hand-drawn or illegible marks are non-compliant.
Phytosanitary certificate (for the goods, when required)
China Customs (GACC)Issued for the wooden goods when the destination or the buyer requires it. APHIS does not issue phytosanitary certificates for wood packaging used to transport cargo.
Heat treatment record
Our kiln / treatment facilityCore temperature and duration log for the batch. Used to support the phytosanitary certificate and buyer compliance files.

How the process runs
- 1
Confirm the packaging, not just the product
Check that the pallet supplier is ISPM 15 accredited and that every unit carries a legible IPPC mark before the container is loaded.
- 2
Match the mark to the shipment
The mark records country, facility and treatment. If a pallet was repaired with untreated wood, it must be re-treated and re-marked.
- 3
File entry with the correct documentation
CBP reviews the entry; APHIS inspects wood packaging on a risk basis. Keep the phytosanitary certificate and treatment report in the entry packet.
- 4
Know the failure path
Non-compliant wood packaging triggers an Emergency Action Notification. Options are separation, treatment, destruction or re-export — all at the importer's cost.
Why shipments get held
Pallet marked but built from untreated wood
Marks can be copied or applied to repaired pallets. Inspectors look for bark, frass and exit holes, not just the stamp.
Buy marked pallets from an accredited supplier and keep the treatment certificate on file.
Bark left on dunnage
Dunnage is regulated the same as pallets and is often the piece inspectors check first.
Require debarked dunnage and photograph it before loading.
Thin-wood exemption assumed wrongly
Only wood 6 mm or less in thickness, and packaging made wholly from processed wood, are exempt.
Do not rely on the exemption unless the whole packaging unit qualifies.
Phytosanitary certificate expected for the pallet
APHIS does not issue phytosanitary certificates for wood packaging used to carry goods, so a broker asking for one is a red flag.
Use the IPPC mark as the compliance evidence for packaging; keep the phytosanitary certificate for the goods.
What you get from us
- Every export pallet is ISPM 15 heat-treated and IPPC-marked before loading, with the treatment log kept per batch.
- We issue a phytosanitary certificate for the wooden goods through China Customs for each shipment that requires one.
- Container loading photos show the marks and debarked dunnage, so the buyer has evidence before the vessel arrives.
United States (APHIS) questions
Do wooden pet urns need a phytosanitary certificate to enter the US?
The wooden goods can be accompanied by a phytosanitary certificate issued by China Customs, which buyers commonly request for their compliance file. The wood packaging underneath must meet ISPM 15 and carry the IPPC mark; APHIS does not issue phytosanitary certificates for packaging used to transport cargo.
What happens if the pallet is not ISPM 15 compliant?
CBP or APHIS can issue an Emergency Action Notification. The shipment may be separated from the packaging, treated, destroyed or re-exported, and the importer carries the cost and the delay.
Are plywood crates exempt from ISPM 15?
Packaging made wholly from processed wood such as plywood, particle board or oriented strand board is exempt, as is wood 6 mm or less in thickness. Mixed packaging that contains solid wood is not exempt.
Does the IPPC mark expire?
No. Under ISPM 15 the treatment does not expire once the unit is treated and marked, and marked packaging can be reused. Packaging that is repaired or remanufactured must be re-treated and re-marked.
